Even if she's not a D, Nami being an important figure in the OP world is a very likely scenario. Im seemingly sees Vivi as some kind of threat while the likes of Shirahoshi hold the power to rule over the world. It's hardly appropriate that Nami won't be a more dominating force than them given how much Oda tries to make her look important.
