Luffy is out of this world powerful and having Lucci pop up and be dancing with him is a little unbelievable. It's like if Gin or Bonclay pops up next chapter and can push Sanji to mid diff just cause they learned haki.

Yup.

Essentially what I believe is either the arc is short or must be Kizaru/Kuma/Sentoumaru centric on the antagonist scale since that is entirely what ties Vegapunk's plotline together.

This arc has Vegapunk, Sentomaru, Kuma, and the Pacifistas(The Seraphim).

The only thing that is missing is Kizaru, and we know Kizaru has worked with Vegapunk before seeing how the Kuma Pacifistas lasers are based on Kizaru's lasers.
