Not really, base Luffy is still overwhelmingly weaker than base Kaido, he can only "crash " into him.
Although it is clear that G4 would be enough for Lucci.

Gear 5 is the natural gears of his DF.

Lucci is strong enough, but there are certainly stronger agents in CP0. So, in a way, he's what Blueno was to CP9. XD

Of course the fight would be hard but we in the end game of OP and luffy now on that level .

So, when the Zoan user awakens, they will take on a new form and possibly transform into something gigantic.

It is now confirmed that Kaido's fire dragon form was his awakening.

Chopper awakened after a long time as well.
