The first thing that comes to my mind - Teach was hoping that someone from high-ranking admirals would come for Koby (maybe they planned to take over one of their devil fruits) - and the only person they didn't want, would come for him - (because Garp have no fruit)

That makes zero sense since they have been running from Hugh ranking marines hence why the bb pirates dipped from dragons secret location when they heard cp0 was pulling up
