I think yes, he would definitely jump higher than Lucci, which is an achievement in itself - if we consider that electricity has a special place when it comes to powers in One Piece, and assume that Enel probably awakened his fruit - i would expect something amazing (crazy) - anyway the Vegapunks assume that escaping should be a formality with "his" help - so i'm assuming he will lowdiff everyone.
