He's also a virologist, he invented abnormal and deadly viruses (Mummy and Oni Virus) and we've seen how devastating it can be, (all these to compensate for his lack of strength)
He already replicated Germa tech and laser technique as well, modified his body, and was close to perfect cyborg.
King is 47 yo compared to Queen 56.
9 years older than his senior and still lacks 70 million behind even with all his evil deeds.
King's Lunarian identity wasn't known to the WG, that would've added 100M more bounty to his name and make the diff of 170M and obviously the strength diff way bigger than mere 12%

Age doesn't really matter. What matters is what time a character started being a pirate.
Bounties aren't placed based on age but based on piracy and longevity.
The fact that King joined Kaido when he was like 10yrs old and while Kaido was rising in power means that King got massive bounty boosts that were just from Kaido. That was happening for 20yrs.
Queen joined 20yrs later when Kaido pretty much was already an established pirate.

The better question is why Queen despite being known all over the world as an evil scientist and clearly committing multiple massacres and having access to some forbidden techs and still has a lower bounty than King whose bounty is purely based on his strength
