What I don't get is

1 Why is Jinbei 1.1 if Katakuri is 1.057? Katakuri is clearly superior.

2 Why is Queen 1.32 when Jinbei and Katakuri are clearly superior?

3 Why is Jinbei 1.1 if Hancock is 1.659 and Crocodile 1.965? He should be very close to them in power as well as standing as ex-shichibukai reputation. Cross Guild could explain Croc but not Hancock.

As for why Jinbei is above Sanji, well, it was clear in FI, WCI and in Wano when they accompanied Luffy (Jinbei level 5, Sanji level 3, Zoro level 6). Perhaps Sanji got close to Jinbei after his power up (level 5) and then Zoro pulled further ahead
to a metaphorical level 7 with AdCoC.

Well in comparison to Mihawk, Boa and Croc, Jinbei is lacking tbh.

Mihawk got the WSS title.
Boa Hancock is the Pirate Empress.
Croc is the mastermind behind Cross Guild.

All three of them got exceptional treatments. Jinbei only got former Warlord status and part of the Strawhats. His bounty will get higher in the future though.

2 Why is Queen 1.32 when Jinbei and Katakuri are clearly superior?

Zoro wasn't involved in WCI. Zoro, Sanji and Jimbei were all involved in Wano. Jimbei and Sanji are very close to each other but Jimbei is still stronger, better haki mastery, experience and strength.
No shame in that, Jimbei is a monster.
Sanji will be stronger after his next 1v1.

True, that captain title would add to his bounty. Also factored in that he is one of the most level headed people in the entire series (pirates and marines included) respected by Gorosei, Sengoku and Akainu would decrease his bounty.
