Break Week Best Rivalries in One Piece

Half your list is nonsense but even then it made me realize how there aren't any solid rivalries in One Piece. Oda is terrible at handling rivalries.
Teach and Luffy has potential but they hardly interact.
-Zoro and Luffy aren't rivals by any stretch.
-Mihawk and Zoro lost steam the moment Zoro became his pupil.
-Roger and WB too friendly with each other and not even competing for the same thing.
-Garp and Roger is better but even then they aren't really competing for the same thing. Garp was just trying to put him behind bars while Roger tries to avoid being put behind bars.
Mihawk and Shanks has potential but that's all it is. Akainu and Aokiji is the only no nonsense "rivalry" in the series if you can even call it that.

Rivals... To be honest I don't see most of those as being that to each other.
Shanks and Buggy are not rivals.
Luffy and Zoro are not rivals.
Luffy and Blackbeard are both after the One Piece and Pirate King title but it's not like they're actively competing and trying to surpass the other, they're each doing their thing and will fight in the end. Can this even be called rivalry? If so, every pirate after the One Piece could be considered one too.
Zoro and Mihawk are rivals? Never felt that. Mihawk has always been superior, how can he be a rival to someone weaker? He's the goal, the master, he wants Zoro to surpass him.
Roger and Whitebeard often fought each other and could be called rivals, I guess.
I can think of Zoro and Sanji (though it's a different kind) which you didn't include for whatever reason.

I think none of those are rivalries. Maybe Zoro and Mihawk? But it seems forcing too much specially after Zoro being his student.
To be true rival you need to have same goal.
WB just wants a family while Roger wants to turn the world upside down. Not rivals.
Zoro wants to be WSS. Although Mihawk is the WSS he just wants to be surpassed(or maybe just wants a good fight). So not sure if it counts as rivalry.

I would like to see how Kuzan vs Sakazuki went down on Punk Hazard.
People arent strong enough to rival Zoro.
People arent successful enough to rival Luffy.
Not sure if anyone will be able to rival Zoro's strength.
Buggy might rival Luffy's luck though.
