-Last arc, a SH friend had an ally from the WB Pirates already: Marco
-Jozu is on his own now, needs a hide out
-Vegapunk would like to study the Diamondfruit, perhaps to give a replica to S-Hawk
-Jozu lost an arm, Vegapunk could have given him a replacement, perhaps even with Kizaru's laser or other gimmicks
-Jozu used an attack once called "Brilliant Punk", which describes Vegapunk
-The person on the Transponder Snail sounded stoic and obeying, like Jozu is.

It's most probably Urouge
It also shouldn't be someone working for WG or Marines like Sentomaru, cuz they would have acted in this Situation just like Sentomaru, they would be just following Protocol & investigating what's happening, but the fact they needed to be called & asked to help means they are a Fugitive who was hiding
And it wouldn't make sense for them to Hide from WG & then get Excited when asked to fight one of their Strongest Squads
It's obviously someone who loves Science, Combat & related to Vega, and is hiding from a different Threat than WG
So, it's most probably Urouge
It also shouldn't be someone working for WG or Marines like Sentomaru, cuz they would have acted in this Situation just like Sentomaru, they would be just following Protocol & investigating what's happening, but the fact they needed to be called & asked to help means they are a Fugitive who was hiding
And it wouldn't make sense for them to Hide from WG & then get Excited when asked to fight one of their Strongest Squads

Plot-wise, I think it's most likely going to be the man with the burn mark. Whoever that will turn out to be, I have no idea.
Prior to leaving Wano, Kidd said he was going in search of said person and is now on Elbaf so the implication is that he thinks said person is on Elbaf but then we know Vegapunk who also has ties to Elbaf. So maybe Vegapunk brought that person from Elbaf and hid him on Egg Head? Burn mark dude was always gonna connect to Luffy's plot somehow so this might be how Oda does it.
