Zoro and Sanji usually fight partner/duo characters, and Ryokugyu and Fujitora have a hardcore foil dynamic going on.

Plus there’s the whole Zoro being King of Virgins Hell and Fujitora possessing a Devil Fruit that allows him to “send people to hell”

I cannot see Fuji siding with the government in the final battle tbh
