I don't know if I think the conversion would be redirectble - would be strange to target a player and then have someone else show up. I have seen it happen in the past, but not in any recent SRM game.

Probably unrelated, but can't say for sure. Sallu could be cult leader and that's why there is no conversion.

Untraceable to any character, can also mean that potentially actions that only post the result and no action (like Prof's death) could come from the Cult instead.
