Marco being weaker than King is headcanon. There is a reason why Oda had to make Marco exhaust himself fighting both King and Queen and helping the alliance.

Weevil's only hype is being young Whitebeard level physically. Marco could physically contend with top tiers(clash with Big Mom, overpowered Kizaru in a clash). So while it's good, it's not enough to place him higher than Marco. On the other hand, Whitebeard had a growth in power to reach his prime, and that without considering his gura power and haki.
