Humble opinion, Fujitora 51/49 though Aramaki is more badass.

Fujitora has a superior DF, and now with Kaku awakening in only two years of fruit usage, the possibility that Fujitora got his fruit from the Government but awakened it anyway is still very real.

Plus Fujitora is the best CoO user in the verse while Ryokugyu is “merely” one of three black blade users.
