Humble opinion, Fujitora 51/49 though Aramaki is more badass.

Fujitora has a superior DF, and now with Kaku awakening in only two years of fruit usage, the possibility that Fujitora got his fruit from the Government but awakened it anyway is still very real.

Plus Fujitora is the best CoO user in the verse while Ryokugyu is “merely” one of three black blade users.

I doubt his black blade is real tbh
Coulda just taken one like Zoro with Shusui.

Hawkeye is numero 1.
Unfortunately Boa lost her claim to #2 spot when we saw her be absolutely helpless when her df is disabled. Her haki which was hyped by the fandom was no where. Still one of the strongest warlords easily.
Between Weevil and Doffy, i'd still bet on Doffy honestly.

Yes. Fujitora was injured but Ryokugyu was not. Then Ryokugyu went on the most epic buffet rampage in all of One Piece, eating Weevil, King, and Queen all in succession while not being injured at all.
