This arc is all about former Rocks' pirates in the background, we have a literal clone of one. Shiki was teased by the old Kurozumi hag Higurashi.
Shiki is out there, most likely hiding on a Sky Island (natural, or artificially produced by him using his Fruit), plotting. We know he's a master schemer.
Shiki coming back when the Rocks Pirates are getting more and more backstory makes sense, and could set up the God Valley flashback well. If Blackbeard does have connections to Rocks, working with Shiki would make a lot of sense for him.
