Nothing confirms they're stronger than Admirals. It would be common sense if there's a logical conclusion coming out of it, but i don't see how this panel and the Gorosei being Top Tiers confirm they're above Admirals.

- The Admirals are the WG's strongest military power
- The Gorosei are the WG's highest authority

The roles are clear and both groups are seen as WG members.

What does this have to do with anything?

If gorosei turns out to be strong then most likely they are stronger than admirals.

Navy is just an outward face. We saw kizaru serving Saturn. Akainu got ordered.

This makes no sense whatsoever. Both the Admirals and the Gorosei are part of the WG. Both have their respective titles. Whether the Gorosei are strong won't disprove those titles unless Oda specifically states so.

Every single individual in the WG including the Gorosei fall below the Admirals in strength, only Imu isn't part of it.

So if the Gorosei are supposed to be stronger then Oda has to prove it by making Saturn fight Luffy while Kizaru fights the weaker oponnent Zoro.
