We have no idea when the Roger Garp rivally really started, the first time we see any of it they are already 30 something. When Luffy and Coby are 30 they will have the same rivally and Coby will have the strenght to back it up.
Rogers early days of pirating is just never talked about.

So? Garp earned respect of the Pirate King version of Roger. Garp even earned respect of Roger that was a year away from being PK. Sick or not, that version blew away Oden and stalemated WB.

Is Luffy respecting Coby now in the same way?

From a power standpoint he (garp) may not be Rodgers equal but he was still strong. The only issue besides strength with smoker (in comparison to luffy) is Smoker's focus postimeskip.

Luffy actually does since by sbs luffy only calls those who are his friends that he respects by their full name..

He doesn't call law or kidd by the actual names. Neither smoker. However he calls coby by name and says he is a man that he respects since he (coby) never goes back on his word
