I guess when Oda was deciding on what DFs to give the non DF fighters he decide to focus on the two aspects of lunarians that were highlighted by king:

S-Shark - Enhanced speed since he can use fishmans swimming speed above ground along with Lunarian speed

S-Hawk - Enhanced durability since his skin is steel in conjunction with Lunarian durability

or maybe the devil fruits were given based on the seraphims' characteristics and fighting style

s-shark: is based on a fishman, with the swim swim fruit can swim almost anywhere
s-hawk: is based on a swordsman and can create infinite blades with his body

Does Oda not care to take Luffy and Zoro seriously? After all the powers he gave them in Wano, making Luffy defeat a Yonko and Zoro defeat the last member of a race of gods?

Is the Vegapunk we've seen till now a fake? Or did someone just recently put Vegapunk in a prison?

And finally, why is Shanks in Elbaf? Hope that gets explained soon enough.

But the actual making his body a sword doesn’t help S-Hawk outside of his durability because he uses Mihawks fighting style which relies on using Yoru not using his body as a sword.
