usopp is still the vice captain. zoro has literally never once been referred to as vice captain or first mate on an official basis, and Oda even recently made fun of people who think this way by making the only character in the story who thinks Zoro is the vice captain be Bartolomeo, the retarded fanboy. people hated Uub because he was a brand new character that the show pretended was both the next Goku and also the old character everyone liked. he wasn't. you're hallucinating. he was probably the biggest tactical mind next to Law in the last arc and may not have had a 1v1 fight, but he had the most scenes of organizing and running the war on onigashima. the straw hats would not have won without Usopp's tactical decisions

I don't think, in shonen manga, there has ever been a black/brown deuteragonist. And Japanese people see anime characters as Japanese unless stated otherwise.
Gohan, Goku's own son had many great moments in DBZ and even then the audiences wanted Goku back which kinda ruined the Buu arc. Uub is nothing compared to Gohan in terms of being Goku's "successor" and he didn't work. Its why new Dragon Ball media still has Goku and Vegeta at its center.

Ussop was never the deuteragonist of One Piece, closest thing to this is Nami and Zoro. He just suffers from the same thing other strawhats suffer from- irrelevancy in favor of side characters that people usually don't care about.
