Proof Shanks acts as Laugh Tale's gatekeeper, IMO.

Shanks wouldn't need Poneglyphs to find One Piece, he knows Rayleigh.

Shanks moving to One Piece doesn't mean he actually wants it. It means Shanks realizes the race for Laugh Tale, with Luffy and Blackbeard growing in power, is about to actually begin.

Shanks is designed to keep people like Kid from reaching Laugh Tale, and possibly ruining Joy Boy's dream/Will.

This is actually a far greater threat than what Heart Pirates are facing.
As you said, an entire Emperor Crew + Fleet + Giants is opposing them.
Teach came with 3 Titanic Captains that, franky, Killer would solo.

But to be fair Law doesn't have a Killer in his crew, so it makes sense for the firepower to balance down.
