Well, Lucci was never portrayed as a good guy. I admit that some of SH did bad stuff in the past as well, like Robin, Zoro, to a lesser extent Jinbe and Franky. So Lucci isn't Caesar Clown level bad, but seems bad enough not to join. He might become an ally though, especially since WG is likely to dismiss him.
