This question is for the deep philosophical users, I need reasons because I know Oda has reasons. Why does Kid have it but not Law who is older, wiser, and equally as strong on top of being a D.?
Conqueror Haki literally defines itself it's for the conqueror's/Kings/Big Dreams.
Kid is equally invested in being a pirate king as much as Luffy is. In fact they both are almost similar the way they think and dream they share of being pirate king except for the Kidd Violent nature towards Innocents.
But Law dream/aim isn't Pirate king. All he wanna Know is what happened in Void centuary and What is D.

And it's not necessary for all D members to have Coc , Saul didn't have it either. Ace mother didn't have it either.
Law is older/Wise like Robin. And strong part... Bro is literally given the Ultimate fruit of one piece of course he's strong. He has no haki feats near luffy/Zoro atm.

Cause he lacks the will to stare death in the face and keep fighting, garp said roger never backed down no matter how dire the odds, same thing that zoro did when mihawk was about to pierce his heart with a mere movement of his finger and yet zoro refused to back down.
Law simply lacks that and is a more of a calculatin type instead of having an unreasonable will to keep going.

Law simply is missing the mindset of CoC. He isnt into "conquering" or "adventuring" at all. He wants knowledge, but if he can get that in a library, he is totaly fine with it.
Luffy, Kid, Roger, Zoro, Kaido etc. pp., couldnt take that. They werent happy to see pictures of that, or read stories about that... they need to live it, to see it, feel it, to "conquer" it. And they wont surrend at any point, they get it, or they die trying.
Agree with the first half, the last part not so much. A “no surrender, die trying” mindset is common in One Piece, that kind of willpower isn’t special. Franky can show the most badass ”die trying“ moment (he tried to stop a train) and he still wouldn’t have coc, that shit’s just genetic for the most part.

On top of that, Law is already a D. Not even Kaido, BM, Shanks or WB was a D. Law would be too special like Roger, and Luffy if he was. In a fighting perspective: even if Law does have coc, that would be useless on him like regular coa. We know that Law should at least have above average coa but he hardly has ever shown it in the series; Oda will always prefer drawing Law using his df. Why wouldn’t he? Law’s df is one of the most creative ones Oda thought of.

I doubt Oda even thinks about this shit lol. If you directly ask him, there’s probably no reasoning on why Law doesn’t have coc.

This „get it or die trying“ is specifically about conquering and seeing the world, beside their personal goals. Like i said, Law could be perfectly happy with all knowledge in books right in front of him. The CoC people can’t accept that, they can’t rest with what they have. It’s like… they always want more and never can find piece with anything they already got, there always must be more to conquer.

Having CoC is a randomass thing. People like Katakuri and Yamato have them and they are followers. Bluds like Chinjao and Sengoku too. Law is already a D, one of the most hyped clans in the whole verse, if he had CoC then Luffy would literally not be that special anymore.

Its simply to keep the 3 Captains unique

1. Luffy - ACoC + D
2. Kid - CoC
3. Law - D

Three separate routes + paths for 3 separate characters

Tbh at this point it feels like Kidd and law got one or the other just to keep them on the same area as Luffy but just below his level.

Hell it could even just be that law's arc was about becoming free of his past and how that all lead to why he wants what he does, so he got the D. For freedom and Kidd was going around pillaging and plundering so he became a conqueror. Luffy gets both because he wants to conqueror the world with freedom :suresure:

i don't think law wants to lead anyone, ever... or impose his will on anyone, ever. he's just not interested.

also his entire life he's been too busy correcting the mistakes of people around him, keeping reckless morons in check. he's like a busier nami, basically. there's enough responsibility for him as it is, he doesn't want more of that. same as nami. i think you need to want responsibility at least a little bit to have CoC. like you need that 'i am the one who makes decisions here and i wouldn't have it any other way' mindset, as opposed to 'why can't YOU make the correct decision for once, why do i have to do everything all the time grrr?!'

think of it this way.... what does the happiest day in law's life look like?

it's probably the day when he can go to sleep without worrying about bepo eating poisoned fish and his allies blowing their cover raiding onigashima because someone spilt some red bean soup

what's the ideal/happiest day for kidd?

the day he gets to get his way against BMPs, snitch and whichever other foe is trying to thwart him
