One Piece has better villains than Naruto?

Issue is Naruto villains don't stay villains, 90% of em get tnjd/die heroically.

Good characters, not good villains at the end of the day.

Honestly I prefer the Kishimoto approach of "Naruto not only beats the villains physically, but also mentally" over the Oda approach of "Luffy beats the opponents, but they all inevitably return to the story stronger than ever, so it didn't really matter anyways"

One Piece quite comfortably for all categories except for the iconic question, outside Japan I think Naruto takes it. Including Japan, One Piece.

Naruto was definitely more iconic than OP outside of Japan, only recently it's got a massive surge outside the country. Back when the big 3 were dominating, Naruto was probably the most popular
