Apoo's a bitch, attacked Kidd's crew to weaken him up under the guise of being cautious (during their alliance meeting) for Kaido and set Hawkins/Kidd up. So Hawkins had to join to save his life.
Law seems to almost offer Hawkins a way out of being Kaido's bitch, after his secret ally (X-Drake) let Law out of jail.

I am open for navy involvement in wano but I still can't figure out how this will happen and when.
