CoA was not planned at the beginning of the story which is why Oda retcon a lot of things into Haki. For example, Tekkai is completely obsolete with the introduction of CoA so Oda made the CP9 agent to be Haki users since before the time skip and tekkai became another CoA application.

CoC and Mantra was but Adv CoC certainly not.

The myth of Oda the master planner as been defeat several times by Oda himself.

First of all, i didn't say Oda is a Master Planner, i simply said Haki System is necessary for OP Treasure
I don't intend to prove my words now but over time it will become clearer

Secondly, Tekkai being retconned to be Haki doesn't mean Haki wasn't planned from start
CoA literally was introduced in same Arc as CP-9 so dunno what you're talking about

Tekkai was retconned as Haki cuz of Power Levels, that's all
He didn't initially plan for CP-9 to be compared to Haki Users, but over time He changed his mind so that Pre-TS Characters don't look Weaker than He wants

Saying Adv. CoC was certainly not planned is simply your opinion, so let's agree to disagree

I don't think they'd be so weak. Most of the BBP are way weaker back then comparing to Shanks and co., ganging up on them would be easy because fights would end fast in favor of Shanks' comrades. The Admirals couldn't even capture Luffy or any of the remaining WB commanders lol.

How are they way weaker back then? And that was because Sengoku called off the war after shanks intervened not from a lack of strength

What diff do you think Lucky Roo would defeat Burgess? I think it is easy-mid diff. Then after, he supports others to 2v1. Repeat. Shanks crew would snowball.

Do you think Marineford Van Augur would hard-diff Yassop?

I doubt Lucky roo would even beat Burgess anything short of extreme diff. I think people are massively overrating the RHP.
