Luffy is always gonna have a higher bounty than sanji since he's the captain. Even if sanji does something insane like beating 2 yonko and 2 admrials while luffy did nothing he'd still be placed under luffy. Luffy would be given a boost in bounty just for captaining the guy. Luffy is responsible for his crew aka they count towards his threat level so he's always gonna have a much larger bounty than anyone on his crew.
