It's possible that there's power cliffing like that, it could be similar to Naruto where Hashirama and Madara were seen as gods by everyone else, but then comes Six Paths characters and they're neg diffing Alive Hashirama or Alive Madara (Hashirama fight).
But at best I can see Luffy high diffing Roger/Primebeard or beating any two Admirals at once, beyond that it starts to become bad writing imo.

Characters should go beyond the level of Yonko, since Roger and WB are distinguished above the Yonko by their bounty and WB’s ability to still be relevant story wise with the other Yonko even though he was old and sick.
I don’t think any character will be able to take done all of the Yonko at the same time though. Even IMU, probably can’t do that.

Pirate king level is myth. There is only yonko tier or the more accurate tier which is great pirate tier. Great pirate tier is only given for someone like big mom,kaido , whitebeard,Roger,shanks
and currently Luffy. Shanks is waiting for Luffy to be great pirate. This tier only achieved if you have acoc that can split the sky. Oden,Zoro,Yamato and Rayleigh is one tier below it cause they have acoc but not shown the sky split feats. This is pirate
scaling tier. Marine especially admiral is difficult to scale. Generally pirate is seen as much stronger. Also there is gorosei and imu that are mystery. So I don't know.

Oda differentiated WB and Roger as the only characters so far to have a Bounty over 5Bil, and said only Whitebeard could match Roger. Story wise this is an indication that Roger and Whitebeard are beyond the Yonko. If you don’t want to call it PK level that’s okay, but Great Pirate or PK, is the same thing Roger and Whitebeard so far are on a different level.
At best high diff yonkos if there was a new tier.
