seems like a passive. doesnt seem like he claimed watching me

and if its a passive then "first kill in the night" makes no sense as all kills works simultaneously unless a scum role has an ability to make itself resolve before anything else (which i can see in fuji games)

might extract a claim from TAC too. and if whoever shot me is town i need to hear reasoning too

A roleblock wouldn't prevent him from being told he lost something. Even if he only learns that through a passive (and I suspect he doesn't, but rather Fuji's convention, which is to inform the user when abilities are lost, but even if he did have a specific passive for it, your roleblock wouldn't interact with it as roleblocks only affect active abilities).
