With Grus' Devil Fruit, I can see him hardening the mud to turn it into a hardened substance, but the reason I consider his Devil Fruit a downgrade from Caribou's Devil Fruit is that Caribou ate the Swamp Devil Fruit. And if you look in the series, you see that an upgrade from a Devil Fruit has always been something related to a specific theme... Like Ice and Snow, Fire and Magma, Weapon and Dice, etc. Mud and Swamp definitely have a related theme, and a swamp has a lot of mud, so it makes sense for me if you consider his Devil Fruit to be a downgrade...
