Those two are definitely the two who are least likely to have it. Only way they're getting it is if all the admirals do.
Kuzan and Issho are both really likely. I think the current fleet admiral(Sakazuki) and the future one (Issho) will have it. Makes sense to me

1st. This is actually wrong. Koby was sent by Akainu to go rescue the princess from the lilucia family after the report was made that the marine escort guiding them was bypassed/destroyed. The people who kidnapped the princess also were headed to attack King Riku & Elizabelo's ship. But Koby was hot on their trails. Koby makes it in time to stop the missile while Helmeppo and co rescue the princess. And all of this happens when they were already near the Marine HQ, hence when Koby jumps on the ship after stopping the missile he says they must be tired from the Long journey. So yea... King Riku & Elizabelo came without any escort, while lilucia family had their original escort destroyed.
2nd. You specifically put "New World", because you knew Hina already had a ship with her name. Koby by default is able to come to the new world with his named ship, because the Marine HQ is in the New World. Hina would be doing the same pre-TS if the Marine HQ was in the New World lol.
3rd. There is no "outrank" in people command chip, that's purely headcanon. The ranking is purely Gorosei-> VP-> Sento-> Anyone who holds a command chip being in the same tier. Koby as the 2nd commanding officer under Yamakiji also had a command chip. That's it.
4th. That's because we have 0 idea about majority of the other marines and what their levels of mastery is lol.
5th. Fodder marines can use Haki to the point of hardening, nothing special.

Literall you put up 3 priviledges and they were wrong. Then you stated some "feats/accomplishments" and saying other VAs don't have shit on those.. while knowing that Oda has given us hardly any information on the other VAs lmao.
