I believe in his prime Garp won't need a Haki defense at all. If Vergo and Doffy can toughen their durability without using Hardening most likely through CoA Garp should easily be able to do more in his prime.

Doffy took a canon to the face and was unharmed.

He just says or not: "Tekkai" and he is hard as fuck to hit for mediocre opponents.

Oda clearly established an "ability" that allows "normal" humans to strengthen their durability to a point gun or canon shots do nothing to them. If Garp is that CoA guy we think he is, then there's no reason to assume he doesn't have that and more. He of all people should know Rokushiki as Koby can use it too.
