Oda is a hack, he create hax abilities and then don't know how to handle them so he just ignore they exist or use "muh Haki" as an out.
For exemple - why do you think almost no one use Seastone in combat? Because Oda don't know how to use it so he restricted Seastone for cuffs/cages/whatever.

This is entirely a big mistake because of the structure of the World Government itself. There should've been MORE governments ruling the seas like the British/Spain/port in 18 century.
Like, a WG that rules east blue, other that rules south blue, other for Paradise and so on, with them not being on same side. That way emperors and pirates taking advantage of the disputes to reign for decades would have been more believable.

Fear in what sense? That Kaido will come to Mariejois and burn down the Holy land? Did any of the Gorosei say they fear Kaido can just decide one day to wage war on the Marines AND win… Is that what they fear?
