Idk, tbh the chapter has convinced me its really not about Koby, but potentially about baiting Garp to the island.

He ignores Aokiji's warning about SWORD, and proceeds to continue to attempt to negociate.

Blackbeard already explained why. It's because koby still holds the title of hero. Regardless of if he is sword he still openly holds a title the world respects. It would still make the marines and the government look bad openly if something happens publicly to him due to a pirate
