There isn't anyone that can capture them anyways. This is just Oda using bounties to hype Marines IMO, so he's gonna put bounties on their heads even if the CG can't afford it.

The average for captain is 100m then we can assume that their bounty should be around 50m - 150m. My prediction:
Commodore: 150+m to 300m
Rear Admiral: 300+m to 500m
Vice Admiral: 500+m to 800m
Admirals: 2B to 2.5B
FA: 3.5B to 4B

They can put 100M+ on every single captain and those ranked above.
That would already require a budget in the 10+ billions given the numbers of captains+ marines around.

Coby's 5star(500millions) bounty is an exceptional case due to his "hero" fame paralleling Garp's a bit, most likely due to his actions in the Rocky Port incident Oda keeps referencing to(Law, Kyros, Blackbeard). It's to the point Blackbeard thinks his fame might be enough to get the government clout in his future plans

And since it's usually 1 star for a captain, and assuming it goes crescendo in terms of numbers(on average) from Captain > Commodore > Rear Admiral > Vice Admiral > Admiral > Fleet admiral, Coby's unusual bounty might be what an average vice-admiral get in the Cross Guild bounty scaling

With that said, one thing to note is that it was mentioned that Cross Guild gets support from multiple criminal groups in their action.

We saw one in Du Feld who was the major support in MADS, and we have yet to get the meaning behind the crown symbol, so it's not impossible that their financing capabilities might go beyond what a normal group can manage comparatively to the World Government and very likely even that their influence will only keep expanding

That is possible, but we all know, in a reality where this story is not written by a complete and utter fraud like Lolda, each Admiral would have 5 crowns and Papazuki would have 6 cause he is FA.

Koby most likely has a bounty superior even to some vice Admirals.

- Captain = 100m
- Commodore = 200m
- Rear Admiral = 300m
- Vice Admiral = 400-no idea

And complete lost for Admiral and Fleet Admiral. Since Koby has five times the amount of his actual rank i think the same applies for Garp too.
