Yea i think its possible for Saint Shanks to be a decisive boss arc as well, the problem is Saint Shanks is somewhat of a goodie to the opponent tho, only fire back when his friends are disturbed, so its difficult for me to imagine a scenario where Luffy bully some fleet members of RHP first without reason
