These are basically Main Players in Luffy's Journey to Pirate King Throne as They are either his Rivals or Family-Like Legends who were Planned from Very Beginning
I think Everyone noticed by now that Oda loves to gives these Characters their "Signature Chapter" where they are Hyped & it gets Titled after them. Basically these Chapters either represent Oda's Way of saying "Player X Has Entered The Game" or where their Techniques are finally Revealed.

I know that some of these might Surprise you as being basically Signature Techniques of these Characters, but Trust me, it will make Perfect Sense very soon. As these Techniques actually reveal how their Ultimate Moves gonna be.
As for WB who is only Exception here, imo it's because He was Sick & couldn't use Haki properly (He couldn't even use CoC Burst to Save Ace) so Oda chose to not Name any of his Techniques cuz they wouldn't represent his True Power (As Crocodile Confirmed), but we still got his Hype Chapter, we saw him Fighting Non-Stop till He died.

Before i talk about the Main Reason this Thread exists, i wanna take a side-trip & mention something interesting about these Signature Moves.
If we Analyze the List that we just made, we can notice that those Techniques can be put into Three Categories, and by mentioning Ultimate Techniques already shown, you can use these Categories to imagine how rest would look like:
This suggests that Blackbeard & Aokiji would rely on creating Best Environment for their Ice Age & Black Hole moves to become even more Unstoppable, and these would be their Ultimate Techniques, so expect something like Blackbeard blocking all sources of Light as his Final Yami Technique & Aokiji creating Environment that force you into ending up frozen by his Ice Age (Dunno what Oda can do here)

But He chose to keep 06 of them for Final Saga
They neither have a Chapter Titled after them nor were we given any Named Attack from them!
And do you know what's craziest part? All 18 i mentioned above are DF Users with Exception of Jinbe whose Jujutsu & Race can still be considered a DF-Like Ability. But when it comes to 06 who were Reserved, Four of them are Non-DF Users while other have a Godly DF & Last One is still a Mystery
Now Kaidou's Words of "Haki Reign Supreme" makes much more sense now, as Oda indeed Hyped all DF Users among those Major Figures & only left Haki Gods. Shanks, Mihawk, Dragon, Rayleigh, Garp & Sengoku (WB's Techniques not being Named suggests that Oda would have included him too if He wasn't meant to Die) Do you know what's interesting about these Six? It was right in front of us, simply go check their Introduction Chapters:

And on top of this, Chapter Numbers Foreshadowing that i just mentioned in Pre-TS.
