It just seems really odd to make Kuzan the 10th Captain, because there is no way he'll be an antagonist all the way to the end. But that means they'll be a man short for the big battle.

It’s cause she was the Nami token of the arc but they never had any interactions at all. It was like Oda doesn’t let the princess of the arc interact with her
