Odas statement was he basically chose them on how he saw fit. Not all of them bear the title of first mates . Oda basically makes it clear he used different set of criteria to chose them . - If Shiryu > Kuzan then Shiryu > Akainu or at best Shiryu ~ Akainu since we assume Akainu is a bit stronger.
- Luffy will fight Teach who is > Shiryu > Aokiji

So the natural conclusion from this is
Luffy ~ Teach >> Shiryu~Akainu > Kuzan
