If he drew this color page knowing that Kuzan was part of the crew, it confirms that for Oda Shilliew > Kuzan and that formula hasn't changed in 20 years and won't change today. Zoro will always fight against the strongest opponent after Luffy's, so if Kuzan fights against the Straw Hats, then Shilliew > Kuzan, it's as simple as that
