One thing I noticed is Kuzan has no lethality against top tiers.

Akainu is one thing. But Kuzan is literally countered by anyone with fire abilities.

So the seraphim, king, Sabo, Big Mom, Kaido, Sanji and even presumably Luffy and Zoro can't just be frozen.

And then there's the quake fruit too.

even doffy can’t be frozen by Aokiji let alone top tiers

It's not, we literally got what Oda wrote right next to the drawing, then there is the editor comment which is not handwritten, it has always been like that:endthis:
