As @Tejas and @Swallalala can fully attest, Lonkos only exist because the Warines allow them to exist. 
Tbh right now you can say the exact same thing the other way round: Garp doesn't even care about Kuzan's ice powers, he just casually frees himself when he feels like it.
All in all I think Oda did a phenomenal job portraying both Garp and Kuzan here. Both look like absolute monsters.
Purely from the way he has drawn this clash you can't determine who is "stronger".
If I look at the overall storywriting and what would make most sense, I think Garp has to lose here. I don't think it will be in a classic 1-vs-1 though and I'm still heavily suspecting Kuzan to actually be an undercover SWORD member.

Rayleigh admitted that he would lose to Blackbeard, however Garp is not admitting that he would lose to Kuzan. Kizaru also said that he was being stopped by Rayleigh, with Sentomaru validating that Kizaru was indeed being stopped by Old Rayleigh, who once again admitted to being inferior to Blackbeard.
