As far as I can tell, Mihawk talking about amassing power was part of the conversation where he was advising Crocodile. He didn't want to be a part of Buggy's PK campaign, so the "amassing power" thing was not in reference to fighting the Yonko.

Nothing riles up the fanbase more than an admiral demonstrating their superiority over yonkou and their subordinates.
