The power hierarchy of the Marines is comparable to the power hierarchy of the Yonko crews. You have the Gensui at the top, who is analogous to the Yonko. You have the 3 Taisho right below him, who are like the 3 Top YCs of the Marines. Note that obviously the Taisho are a lot closer to the Gensui in strength than the All Stars / Sweet Commanders are to Kaido/BM, but the point is that there are 3 guys below the leader but above everyone else. After the Taisho, you have the Zodiac VAs (Momousagi, Chaton, Kurouma, the 4 others), who are a level above the other VAs. Just like how the Flying 6 are above the other headliners.
When you add up Sakazuki, the Taisho, and the Zodiac VAs, you get 11 core members of the Marines. However, there are only 10 SHs, so the numbers are close but don’t quite line up.
This can easily be solved by having Luffy take out Kizaru in Egghead, so that when the SHs take on the Marines, it will be 10 vs 10. Luffy will take on the strongest Marine and the leader, Sakazuki. Zoro and Sanji take out the top 2 henchmen, who are clearly a step above the next strongest Marines. Jinbe, the mid trio, and weak trio take out the 7 Zodiac VAs.
