Saying that though, I expected Luffys final bounty to be 5.6 billion for the Gomu pun and being 100 million higher than Roger's 5.5 billion IIRC? Or whatever the difference is called?

Dragon is not a pirate so I don't see him competing with Roger however Xebec can't be above Roger. For what Dragon represents I see him as being worth more than Roger, although finding One Piece he discovered things that are linked to Dragon's interests.

I mean garp was okay with massacre of pregnant woman by sengoku order . Heck he told to Roger before.
