I have not read JJK since shibuya so I have no idea what sort of things have happened with Kenjaku. I'll just go Aizen but in terms of "Villainy" I'd day Kenjaku is more evil/villainy.

Both tricked everyone


But Aizen takes it to another level

Kenjaku was stopped many times while Aizen was just stopped once with a lot of luck



Aizen is the planer and hider he played with Soul society like an punching ball he made them the most captain changes while he was just a lieutenant
Kenny wasn't brilliant as Aize he is more creepy but his plans weren't flawless

Aizen created a plan beat the strongest shinigami with his hands in the pocket and he did succeed Yama didn't even hit him once the man vanished Yhwach in oblivion
That's for the planner

Aizen is the villain he is charismatic evil handsome ( I'm not gay it's just he is flawless xD) and yet very cruel he even let the captains live to let them see his victory if he wouldn't destroy the ghost train Ichigo would never learn Final getsuga tenshou and he would complete the key to access to the spirit palace

Kenny isn't perfect or flawless that's what I also like about no question but he doesn't have the vibes you have when you see Aizen or Madara he is just a creepy creature who is just smart

Character wise both are good it depends of what you like the perfection or the creepy
