I think it's fair to say that the Revolutionary Army are around the level of a Yonko crew.

Dragon is obviously going to be a top tier, probably a stronger one. Sabo is likely at least a low top tier. And I'd bet Prime Kuma and Ivankov are solid Yonko Commanders. Karasu, Morley etc look like they are stronger than the veterans, maybe even a few are Yonko Commander.

Sabo is admiral level (You don't look good against 2 Admirals + CP as low top tier )
Iva and Kuma are high high tiers
The rest are Top vets or mid tiers
