How does that even work? The most he can do is cut the branches in his rooms range and they'll just regrow instantly overwhelm Law before he could do anything else.

No, it's a different thing altogether. Law removed a part of Smoker's body from him while he's cutting Broccoli's tree branches in this case. It's like Law's attacks cutting Smoker's smoke and doing nothing.

Law didn't cut Smoker's smoke, people confuse that panel. Law went for the cut but missed as Smoker was moving too fast. We see a panel of Law cutting the subordinates and Smoker is not in Law's range

The tree branches will work like any other limb, unaware that it's de attached from the body
