Maybe these 9 are characters like Kaido and BM they tried to get in the past by forcing countries in for their strength. BM had potential to be strongest CD shield, while Vodka kingdom wanted to sell a child Kaido their best soldier to join the WG

Unless there's some serious disparities in their strength levels, I don't see it happening. The Wings will probably take on the admirals or the Gorosei.

Tbf we still haven't been given the reason for Luffy to declare war on the World Government yet so anything is possible but they just seem like strong fodder atm. Oda needs to actually go into the world gov hierarchy at this point ffs
