Maybe the context is that admirals were too held back or something. Greenbull fighting King/Queen engulfed the entirety of Udon prison tho, he can't use that level of AOE in marijois

luffy is not going to fight someone stronger than aokiji by the time they fight at the very least
and afterward have the final matchup of the series against someone that slugged it out with aokiji for ten days.

am looking at it in context of who the final villain should be
it cannot be an admiral, they are simply too underwhelming for that.

Yamato wanted to fight Greenbull, Momo prohibited her from doing that, only after that that she asked for Momo to call Luffy since if she can't fight so at least leave everything to Luffy, but when she did ask she didn't know that Momo didn't want Luffy help either. Greenbull ain't stronger than her, a mere title of Admiral doesn't matter, feats is what matter, she have better feats than him and stayed behind so she could defeat dudes as strong like Greenbull, if she couldn't do that, she wouldn't let Luffy go away until Momo is strong enough to protect wano by himself.

How I see it:
Chapter cut out with serious Fuji, next chapter Sabo leaves the castle and we see Karasu and Morley defeated, Sabo saves them and became the fire emperor. Sabo got the most hype during reverie yet in this chapter he didn't had much focus against the admirals with means that his hype will come later.
Since I think next chapter is also about the reverie.
