I think Aramaki rather stans those who truly rule over the world, not the pathetic weaklings who have the right to play god due to their lineage. CDs such as Carlos are just "merely the face of the CD" meanwhile the true rulers do everything from the shadows, e. g. the Gorosei or God Knights.

I feel like Aramaki has just accepted the way things are and despite not liking it knows that the worlds better off and more stable this way.
